Governing Body Terms of Reference​​​​​​​

Terms of Reference

The Governing Body delegates responsibility for examining details of specific issues to two committees:

  • Policy and Practice Committee Curriculum
  • Finance/Buildings and Personnel Committee

The following outlines the matters which particular Governor committees are convened to consider.

Curriculum Committee

Chair:    Sarah Jones            

  • To carry out the responsibilities of the Governing Body with regard to the development of the National Curriculum.
  • To advise the Governing Body with regard to all areas of policy and practice affecting daily procedures in school other than National Curriculum.
  • To advise the Governing Body on a written policy for Sex Education.
  • To advise the Governing Body on its written statement of Curriculum Policy.
  • To consider complaints made in respect of the Curriculum and collective worship under the authority’s procedure as required by Section 23 of the Education Reform Act 1988, and to involve the whole Governing Body as appropriate.
  • To ensure that the school fulfils its requirements to publish information about school performance as required.
  • To set and review targets for attainment.
  • To encourage the promotion of good relationships with the local community.
  • To act, when necessary, as Staff Dismissal Appeal Committee, Pupil Discipline Committee and Admissions Committee.
  • To consider and decide on any appeals against decisions of the FBP Committee including assessment of teachers’ salaries.

Meetings will be convened at least once a term and in the absence of the Chair, the Headteacher will request another member of the committee to chair the meeting.

Finance, Buildings and Personnel Committee

Chair:    Rob Hughes  

  • To provide guidance and assistance to the Headteacher and the Governing Body in all matters relating to budgeting, staffing and finance.
  • To prepare and review financial policy statements including consideration of long term planning and resourcing in accordance with the School Development Plan.
  • To approve the annual budget in the light of the School Development Plan, and to report it to the Governing Body.
  • To monitor the income and expenditure of all public funds and report the financial situation to the Governing Body each term.
  • To agree the level of delegation to the Headteacher for the day to day financial management of the school.
  • To ensure the audit of non-public funds for presentation to the Governing Body.
  • To receive and where appropriate respond to periodic audit reports of public funds.
  • To determine the use of the school premises outside school sessions including advice to the Governing Body on the charging policy.
  • On an annual basis, to review and present to the full governing body for approval the SFVS and the MIFP.
  • The maintenance and upkeep of the premises and grounds.
  • To inspect, at least once each year, the premises and grounds and to prepare for the School Development Plan a statement of priorities for maintenance and development for the approval of the Governing Body.
  • To make sure that the responsibilities of the Governing Body under the Environmental Protection Act 1990 with regard to litter are discharged.
  • To advise the Governing Body with regard to compliance with Health and Safety Regulations.
  • To review and recommend to the governing body for adoption, procedures for dealing with discipline and grievances and ensure that staff are aware of these.
  • To undertake any formal consultations on personnel matters.
  • To consider and make any decisions about matters relating to the discipline of staff or staff grievances, in accordance with the procedures adopted.
  • To consider and make any decisions, when necessary, concerning consultation and selection for redundancy.
  • To draft a whole school pay policy for the approval of the Governing Body, and to apply the approved policy annually.
  • To assess teachers’ salaries annually as required by the Pay and Conditions Document and make arrangements to inform staff of the outcome – (teacher representatives cannot take part in this exercise).
  • To carry out a review of the staffing establishment whenever there is a vacancy and at least once a year in relation to the School Development Plan.
  • To deal with appointments of teaching staff; authority for all other appointments being delegated to the Headteacher and Deputy Headteacher.
  • To hear any parental representations arising from the exclusion of pupils from the school.
  • To act as staff dismissal committee if necessary.
  • To act, when necessary, as Pupil Discipline Appeal Committee and Admissions Appeal Committee.
